SDHDA helps people become homeowners by providing a variety of programs that assist low and moderate-income South Dakotans. Below market interest rates, closing cost assistance, down payment programs, the Governor's House and home improvement loans are all part of SDHDA's goal of Building a Better Quality of Life.

USDA Rural Housing Programs
USDA provides direct loans and grants to credit worthy residents who would otherwise be unable to obtain financing for a family home. Guaranteed loans are made by commercial lenders for single family housing. Direct and guaranteed loans are made to provide multi-family housing or apartments for low-income rural residents.
The Community Facility Program provides loans, grants, and loan guarantees to fund a variety of public improvements, such as centers for healthcare, day care, public safety, and other public facility projects.

Prairieland Housing Development (PHD)
District 3
Prairieland Housing Development (PHD) is the name of a new, non-profit organization whose main goal will be to construct affordable housing in the region. The organization is incorporated and has been recognized by the Secretary of State.
PHD is working with several communities to develop affordable, single family homes using the Governor’s House.
